Export of Lime Stone from Canton.

The Governor recently sent me a Memorandum which

he had received from you enclosing copy of a notification forwarded by the Hongkong Government with reference to a request preferred by the Cement Works for the prohibition of the export of lime stone. You further stated in your letter that as lie stone did not come under the list of Treaty prohibited articles you must ask that this prohibition be withdrawn.

Reference to former treaties satisfied me that lime

stone does not come under the heading of prohibited articles and I accordingly at once discussed the question with the Board of In-

-dustry.

It would appear that in the present case the Cement Works applied for and received the Governor's consent that in future merchants should not be allowed to engage in illegal quarry- -ing and export of lime stone. The purchase and transport of the said stone by foreign merchants is, however, governed by regula- -tions which require them to report to the Customs and pay duty; and their transactions do not come under the heading of "illegal quarrying and transport*. There is, accordingly, no objection to their exporting this material after due inspection.

I have communicated this decision to you under

orders from the Governor.
